In game testing, a pump will push water at about 8UOL/Sec. (UOL is unit of liquid, more info at Liquid network ) The amount pushed a second decreases as pressure builds in the Liquid network. No notable drop-off of units/sec are really seen till the network is at about 80% full. For basic calculations it is safe to assume that 8UOL/Sec per pump is a safe bet as if you are using steam engines your network will most likely never be "full".
You need 3 offshore-pumps to feed a full pipe to the maximum (two will do also the job).
