No language suffix/No namespace

DocumentationStrips both namespace and language suffix from the page name.
For use in templates.
Example 1: Page the template is on: "Infobox:Accumulator" -> {{No language suffix/No namespace}} gives "Accumulator".
Example 2: Page the template is on: "Accumulator/de" -> {{No language suffix/No namespace}} gives "Accumulator".
